HADEED
SAFETY MANAGEMENT PLAN
Following the cadence of world-class safety organizations like NASA, Dupont, Alcola, and A.K. Steel, SAUDI IRON & STEEL COMPANY (HADEED) has developed and initiated the implementation of its plant-wide Hadeed Safety Management Plan (HSMP). This comprehensive safety plan involves all of its employees, operations and safety systems in managing safety at a world-class level.
Derived in part from OSHA’s Comprehensive Compliance Program and Dupont’s Safety Management Systems, the HSMP
is comprised of 13 world-class safety performance elements that integrate Hadeed’s Health and Safety Standards (Comparable to CFR 1910), behavior-based strategies and employee cultural aspects under one safety management plan. In addition, Hadeed, as a steel producing company, has adopted Process Safety Management components as safety management tools
to maximize its loss prevention programs. The complete HSMP ensures a systematic approach
to planning, implementing, providing system optimization and measuring plant-wide safety performance.

Each HSMP element represents one of four categories of concentration:
Leadership, People,
Assets and Systems.
LEADERSHIP
Leadership & Commitment
Senior managers are the leaders and drivers of the program. They are involved in all elements of safety and are managing safety with the same attention given to production, quality and customer service. Safety is the first item of business in all forums. Senior managers are using the management by walking around technique to improve safety performance.
Safety Planning
All activities associated with the HSMP are identified and action plans are established for tracking
to ensure completion. Senior Mangers are required to report implementation status on a quarterly basis to the Hadeed Safety Council.

PEOPLE
Employee Ownership
Programs such as safety talks, safety circles, safety committees, safety teams and safety leaders are established to incorporate and target the direct involvement of shop floor employees in all safety activities.
Training
Leadership, behavior, regulatory and shop safety training requirements have been identified. Employees at all levels are receiving the required training based on needs assessments.
Contractors
Full time contractors have been identified. Formal incident prevention program must be established
by contractors that are equal to Hadeed’s. Establish pre and post evaluation of full time contractor to include project specific contractors. Contractor employees under Hadeed’s direct supervision must have the same safety rights as a full-time Hadeed employee.
Occupational Health
Identify regulatory industrial hygiene requirements. Establish action plans to target regulatory compliance based on identified deficiencies and track for completion.
Duties/Responsibilities
The responsibility for safety has been refocused so that line management is the primary custodian of plant and employee safety. Safety has been included on the employee’s yearly performance appraisal. Training of employees to inculcate cultural and value centered concepts for workplace safety is incorporated in our Safety Leadership Workshop. This cultural-based endeavor is the first of its kind in this region.

ASSETS
Mechanical & Operational Integrity
All critical safety equipment and systems shall have mechanical and operational integrity programs to ensure maximum reliability. This element includes the implementation of process safety components such as Process Hazard Analysis, Process Safety Information, Management of Change and Pre Start-Up Safety Review.
Emergency Preparedness
A written Emergency Response Plan and Incident Command System are the major requirements of the element. Such plans shall be drilled internally and with external mutual support agencies on an annual basis. Adequate training of emergency responders and reliability of fire protection systems are managed under this element.

SYSTEMS
Safety Programs and Procedures
Written documentation such as job safety analysis, work instructions and standard operating procedures are developed for all tasks based on established regulatory, process safety and behavior-based standards. Employees are involved in the development of these documents and training of all affected personnel is required.
Incident Reporting & Investigation
Incidents such as personal injuries, property damage, and near-misses are reported and investigated to determine the root cause. All incidents are communicated to all Hadeed employees as part of the Incident Sharing Program. When recommendations are submitted, tracking mechanisms are established.
Safety Audit
Housekeeping, regulatory, process safety, facility, and behavior audit programs are established. Each program has a management system to include training, schedules, checklists, and follow-up documentation. Audits involve all levels of employees to include the President. Audit results are used to measure system effectiveness.
Measurement
Traditional comparing and measuring of injury data is established. The incorporation of leading data and indicators as the primary source for establishing incident prevention strategies is ongoing. The implementation of the HSMP is used as a measurement system to assess Hadeed’s progress in achieving
safety objectives and goals.
Hadeed’s implementation of the HSMP in 2001 has resulted in positive [injury performance data] and measurable safety systems that add new value and meaning to “ownership” for safety. Hadeed’s efforts are backed by its management commitment to become a world-class safety organization.
